According to Jianwei Wang, deputy director of the IT Development Department of the Ministry of Industry and Information Technology (MIIT), said at the conference that MIIT printed and distributed the  Development Plan of the Big Data Industry during the 14th Five-Year Plan period (2021-2025) last month, by which it was required to strengthen the “high quality” management of data, improve the data management capability assessment system and promote the implementation of DCMM and other national standards. Significant achievements have been made in the assessment of DCMM implementation in the past two years and it is necessary to insist on government-guided market-oriented operations. As initially planned by the department, 10,000 key enterprises are required to implement the standards by the end of 2025. At the next step, measures will be taken to facilitate assessment of DCMM implementation: first of all, CITIF will continue to establish a complete DCMM assessment system; second, local authorities need to strengthen supports in subsidization, personnel training and pilot enterprises of standard implementation; third, relevant standardization organizations need to make summaries carefully and research on data strategy, personnel training, assessment method and other accessory standards and documents on the basis of DCMM; fourth, assessment facilities shall develop and establish a series of assessment teams with a high theoretical level and practical capabilities; fifth, enterprises that are involved in standard implementation shall continuously improve their data management capabilities as per DCMM standards.

At present, CITIF has established a relatively complete assessment system with nearly 200 standard implementation assessment enterprises to scientifically help the standard implementing enterprises master data management methods and improve data management capability. As one of the first few standard enterprises certified as "Robust (Class 3)" DCMM , iSoftStone has accumulated rich practical experiences in data management. After years of development and research, it has formulated a top-level strategy, establishing a stable data organization and uniform operating procedures and setting up a reliable data system and compiled measures for data tool and scenario innovation to stably promote data management.

In 2021, diversified local measures were taken to develop the data element market. Facing the current problems in data supply, data operation, data management and data transaction, iSoftStone will continue to review the data management with reference to the DCMM assessment model and continuously improve the data management level from the five perspectives of data strategy, data management, data standard, data quality and data application, thus providing DCMM-based data management counseling services and solutions to clients, continuously creating values for them and serving the digital transformation of enterprises.
